If there's no skill being shown, break it down into what is being done well and what is not. If it has been done properly once, it is wired and if not done well after that, it's a will issue.

IQ helps become aware of a skill issue. The will + the IQ help to build a skill.
IQ is IHP - horse power cannot be seen if not exercised. If not exercised, consider it as not there. And don't wonder why - not everyone is intelligent. Or privileged enough to develop intelligence.
